0-RTT Handshakes ("Zero-RTT ") is a TLS 1.3 TLS Handshake proposal when clients and servers share a PSK (either obtained externally or via a previous handshake), TLS 1.3 allows clients to send data on the first flight ("early data"). 0-RTT Handshakes was inspired by the QUIC Protocol.

TLS 1.2 is still secure or should we move to TLS 1.3?
There are some vulnerability such POODLE, that allows the attacker to gain access to encrypted blocks of data and then gain exposure to plain text information using side channels.
Another vulnerability is TLS 1.2 which allows the GOLDENDOODLE attackā¦
